最初の例文は｢一緒に何かやる予定だったけど彼/彼女は急な用事で来れなくなった｣となります｡こちらの例では｢had plans｣で｢予定があった｣､｢something came up｣を｢急な用事が入った｣や｢用事が出来た｣の意訳で使ってます｡
次の例は｢彼/彼女が来れなくなったので予定を諦めました/キャンセルしました｣となります｡

この場合、次のような言い方ができますよ。
ーI was planning to hang out with my friend, but something came up for him, so I didn't end up going.
「友達と遊ぶ予定だったが、友達に用事ができて、ダメになった」
to hang out with ... で「…と遊ぶ」
something come up で「用事ができる」
