相手に会えるか分からないけど、「会えたらいいなあ」というような気持ちを伝えるには、I hope「望む」を使うといいです。

There are a number of ways to let your acquaintance know that you are happy that they have another opportunity of visiting Japan.
The second sentence of "Perhaps we can meet up whilst you are here". or
"Maybe we can see one another whilst you are here." are two ways of saying that you would be happy to see them, without making any firm commitments.
You are just being polite.

"I am really excited that you are coming back to Japan. Perhaps we can meet up whilst you are here".

When you are "looking forward" at something, it means that you are excited about it. "Arrival" means to get to Japan from a different country/destination.
