見た目がきつい人は
stern（外観や顔つきが恐ろしい・険しい）
hard（表情や目つきが険しい）
tough（乱暴な人や屈強な人のことを指す時に使ったりするので見た目が怖そうな人）
などを使って stern looking, hard looking, tough looking のように言えます。
例：
He's a nice guy but he is pretty stern looking so some people find it hard to approach him.
「彼は良い人だけど顔がきついから、中には近づきにくいと思う人もいる。」
hard looking や tough looking は顔つきだけじゃなく、見た目全体的にちょっと怖そうできつい感じのオーラを出している人に使えます。
He's a hard looking character but he's actually quite a nice guy.
「彼は顔がきついけど本当はすごく良い人なんだ。」
She's a tough looking customer.
「彼女は怖そうな見た目をしている。」
ここの customer は客という意味ではなく、「やつ・人」と言うスラングです。
She's a tough looking cookie but underneath that hard exterior there's a gentle soul.
「彼女は怖そうな見た目だけど、その見た目の下に穏やかな心を持っているんだ。」
ここのcookie もクッキーではなく「やつ・人」と言うスラングです。
