最初の言い方では、「まるで北極にいるかのような寒さだ」という意味です。
二つ目の言い方では、「寒過ぎるのでまるで北極のように気がする。」という意味です。

at = にいる
It's so cold = 寒過ぎる
まるで～のような = it's like~
feels like = 気がする
It's so cold here these days, it feels like we're at the North Pole.
この場合、次のような言い方ができますよ。

「最近すごく寒くて、北極にいるかのようだ」
