大国は普段英語で "power" になります。

でも芸術は普段英語で "the arts" と言います。これを "power" に付けるのは少し不器用な "a power of the arts" になります。それより次の表現の方は良いと思います：

a country steeped in the arts
芸術に染みている国
両方は英語で自然な感じです。"steeped" を使うのはもっとポエティックです。
