「全国的に」はnationallyと言います。でも、「全国的に都道府県」はNationally, all prefecturesとかall areas of the countryの代わりにthe entire country (全国）だけでも十分です。
移動自粛はself-quarantineと言えます。他の言い方はstay at homeとかrestricted movementです。
要請はrequestと言います。そして、解除はcancelとかendとかreleased fromと言います。
