　日本では、タトゥーは昔は悪いイメージだったけど今は違うって英語でなんて言うの？

多少、誤解してる感じがするので。

「日本ではタトゥーはあまり良く思われていなかったが、近頃は違う。」
used to ... で「昔は…したものだった」
nowadays で「近頃・この頃」
that's not the case で「そうではない・違う」

ーFor many years people with tattoos gave off a bad impression in Japan, but this has changed somewhat.
「日本では長い間、タトゥーをしている人は悪い印象を与えていたが、これはいくぶん変わってきた。」
give off は「放つ・出す」という意味で、give off a bad impression で「悪い印象を放つ」＝「悪い印象を与える」
somewhat 「多少・いくぶん」
