まず、「〜の頃からずっと」というのは since を使って表現できるので、
since he was a university student 「彼が大学生のときからずっと」ということができます。
また、「赤ちゃんに名前をつける」は name a baby と表現し、
「父は（ずっと）〜したかった」he has wanted なのですが、それはもうすでに叶った夢で、子どもにRIRIと名前をつけたのであれば、大過去にして、he had wanted と表現します。

この場合、次のような言い方ができますよ。

「父は大学生のころからずっと、将来娘にはりりと名前をつけたかった」
Ever since ...., he wanted to ~ で「…の頃から、彼は〜したかった」と言えます。
