The population of Japan is about 12.5 million and Finland is about 5.5 million. の後に、そこには2倍以上の差があります。 と言いたいです。

この場合の「２倍以上の差がある」は
It's more than double (the population of Finland).
「（フィンランドの人口の）２倍以上である。」
のように言えます。
ちなみに、日本の人口は 12.5 million ではなく、125 milion なので、この場合フィンランドの２倍ではなく20倍になりますね。
例：
Japan has more than twenty times the population of Finland.
「日本はフィンランドの(人口の)20倍以上の人口がある。」
