Running out of gas/petrol is something you would mntion when you notice that your fuel is low, to refil you must attend a gas/petrol station in order to replace the fuel that has been used.
「running out of gas/petrol（ガソリンがなくなる）」 は、燃料がなくなりそうだなという時に使える表現です。
燃料を補給する時は「gas/petrol station（ガソリンスタンド）」に行きます。
To run out in this case means to be used up.
For example:"Our food is about to run out".
Therefore if you running out of gas/petrol you need to go to a gas/petrol station and the fuel attendant will assist you.
この場合で「To run out」とは、使い果たすことを意味します。
例えば、Our food is about to run out.食べ物がなくなりそうです。

Half-empty and half-full means the same thing.

You have just realized that your car has almost run out of fuel, most probably via the fuel gauge, the immediate thing to think about is the nearest petrol station. You have to refuel or you will be completely stuck (past tense and past participle of the verb 'stick'). You will be unable to proceed with your journey.
So, you may say and ask:
My car has run out of fuel. Where is the nearest petrol station?
or
How far is a petrol station around here? I need to refuel.
or
My fuel gauge has flashed orange. I need to refuel.
