unreliableは「信頼できない、危うい」、unstableは「安定していない」です。
回線が途切れ途切れならgo off and onを使って
The wifi in my room goes off and on.
（自分の部屋のwifiが途切れ途切れだ）
などとも言えます。
The wifi in my room keeps going off.
でもいいです。
I can't get my work done with this unstable internet!
（インターネットが不安定で仕事ができない！）
