top one third を使って「上3分の1」と言えます。
これに対し、「左3分の1」は left one third と言いたいところですが、これはちょっと不自然なので、次のように言うのが良いかなと思います。
ーIf you read the first one third of the passage, you should be able to understand about 60% of it.
「文章の箇所、最初の3分の1を読むと、約60%を理解できるはずだよ」
この言い方は、日本語の本でも英語の本でも使える言い方ですね。
