緊急事態宣言がもう出たので、be動詞の過去形の「was」を使います。「made」はこの場合では「出た」と言う意味があります。

例文：

Even though an emergency declaration was made, there are still so many people out in the town, and it doesn't feel like there was an emergency declaration made at all.
緊急事態宣言が出たのに町には人がたくさんいて、緊急事態宣言って感じ全然しないよ。

The state of emergency has been declared, but I'm not sure if it's effective.
「緊急事態宣言が出されているが、それが効果的かどうかは分からない」
の意味です。
意訳ですが、「緊急事態宣言って感じが全然しない」という内容は、このようにも言い表せると思います。

ちなみに、I'm not sure ifの部分は、I wonder if～「～なのかなぁ」という感じに言い換えても良いですね(^_^)

"doesn't feel like", "doesn't seem like", "no sense of" などが適しています。
