「緊急事態宣言が出されているが、それが効果的かどうかは分からない」
の意味です。
意訳ですが、「緊急事態宣言って感じが全然しない」という内容は、このようにも言い表せると思います。
ちなみに、I'm not sure ifの部分は、I wonder if～「～なのかなぁ」という感じに言い換えても良いですね(*^_^*)
