I think its important to give simple directions to a driver. By indicating the number of lights they pass is an easy way for the person to keep track of when they need to make the necessary turn. By indicating the continued direction and then following it up with landmarks that make it easy for the driver to stay on route then finally closing with the final action which is the right turn at the end.
Also by saying "right hand" it helps confirm the context that you are using right as a direction and not using it in the context of being correct or a "yes". This will help avoid confusion.
