私の理解では、ちょうど昨年の今頃から予算計画について子会社と協議を始めていたと思います。って何と言うのでしょうか？
In my understanding, と冒頭に使っておりましたが、先日ナチュラルな表現ではないと指摘されました。如何でしょうか？

現在完了形で表現しています。ちょうど去年の今頃から、子会社と予算計画の協議を開始した。

discuss　協議するという他動詞を使っています。discussは他動詞なのでdiscuss itと使います。決してdiscuss about itとしてはいけません。注意してください。
