「氾濫」はfloodと言います。名刺と動詞としても使えます。「川が氾濫する」はthe river floodsとthe river overflows it's banksです。overflowは「溢れる」です。英語ではfloodだけで「災害」の意味が入っていますので、disasterを言う必要はありません。
