上記の回答では1番目にsubsetの使い方を見せています。「犯罪」はcrimeと言います。そして、「逮捕」はarrestとかapprehensionです。subsetと言えば複数のことになりますので、arrestとapprehensionを複数形にする必要があります。
2番目では「氷山の一角」をキープして英訳しました。the tip of the icebergはよく使われている表現ですので、実さんに自然な言い方はsubsetじゃないんだと思います。

tip of the iceberg は「見えているのはほんの一部」という意味で、ニュースっぽい言い方としてすごく自然です。
just を入れると「ほんの」の感じが強くなります。

「逮捕は、ネット犯罪のケースのごく一部にすぎない。」
subset は「全体の中の一部分（サブセット）」です。
