様々な言い方ができると思いますが、例えば以下のような英語表現はいかがでしょうか：
I hope it's not raining when I go out.
出かける時は雨が降っていないといいな。
I hope it stops raining by the time I go out.
出かけるまでには雨が止むといいな。
I hope ... で「〜だといいな」となります。

「出かける時までに雨が止むといいなあ」
to stop raining で「雨が止む」
by the time I go out で「私が出かける時までに」
ーIt would be nice if it stopped raining when I'm ready to leave the house.
「家を出かける用意ができる頃には雨が止むといいのだけど」
It would be nice if... で「…だといいのだけど」
to be ready to leave で「出かける用意ができる」
