直訳は、「息を吹こうが吸い込もうが、ハーモニカは音を出す」の意味です。

このwhether S V～の部分が、「～であろうが～でなかろうが」の部分なのですが、
これは、
文頭に持ってきて、

のようにも言えます。

このwhether節はすごく便利な使い勝手の良い表現なので、私の方から少し用例を紹介します。
