普段、「決壊する」は英語では「to burst」になります。例えば「大雨でダムが決壊した」つまり「The dam burst due to the heavy rain」です。
けれども、上記に書いたような場合には、もうしかしたら「overflow」になります。台風の影響で川が溢れて、道路が川のようになっていたという事ですか？

「Flood」というのは「洪水」です。

「決壊」（倒れる）は collapse, fall, break, give way などの言い方がありますが、川やダムなど、水が溢れ出てしまうという場合は burst （破裂）と言います。
