「固定」はsetとかfixedとかestablishedなどです。この話で使える単語はestablishedだと思いますが、permanentもいいと思いますね。そして、dedicatedも役に立つかもしれないと思っています。dedicated studentは熱心な生徒です。

「暇潰し」はwasting timeとkilling timeです。

例文：I want a dedicated student, not someone just wasting time.「ただ暇潰ししている人じゃなくて固定の生徒が欲しい。」
