主な英訳を二つあります。「しか」は普段にonlyとjustに訳しています。こんな使い方でもonlyを使えます。
例：Is taking that test the only way?
他はDo I have to...?という「〜する必要がある？」です。
例：Do I have to take that test?
これはちょっと違うと思いますが、同じような意味ですので提案しています。

Do I have to write that exam in order to receive the certificate?
Is there any other way I could get that certificate besides writing that test?
この場合は、次のように言うことができます。
ーIs writing that test the only way to get the certificate?
「その認定書を取得するのに、その試験を受けるしかないですか？」
ーDo I have to write that exam in order to receive the certificate?
「その認定書を取得するためには、その試験を受けなければいけませんか？」
または次のような言い方もできます。
ーIs there any other way I could get that certificate besides writing that test?
「その認定書をもらうのに、試験を受ける以外の他の方法はありますか？」

〜が唯一の方法ですか？
Is there no other way than to ... ?
〜以外に方法はないですか？
only は「唯一の」のようなニュアンスになります。
