この場合、次のような言い方ができます。

「お金が足りないから、どれか（商品を）戻さないといけません」
ーYou're a little bit short. I don't think you can buy them all.
「（お金が）ちょっと足らないです。全部は買えませんよ」
a little bit short は a little bit short of money ということですが、何について言っているかは暗黙の了解なので省略しています。
