In hotels one may come across a wide variety of plumbing and in different countries there may be very unusual controls for turning the water on and off. In that case, you may just ask aloud:
"How does the water come on?" Or, for any installation - be it electrical or gas or electricity or water:

If you don't really know how to do something you can use the terms 'don't know', 'have no idea' or 'not sure' these all mean the same thing
So you would say 'I don't know/I have no idea/I'm not sure - how to turn the water on'
何かの仕方が分からないときは、'don't know' 'have no idea' 'not sure' などの表現が使えます。これらは全て同じ意味です。
ですから、次のように言うことができます。
'I don't know/I have no idea/I'm not sure - how to turn the water on'
