「この建物の建設は最近始まった。」は英語で「They started construction of this building recently.」と言います。「建設する」は英語で「to build」になりますが、「to construct」も使えます。「They started building this building recently.」も通じると思いますが、「building」が二重なので「construction」の方がより自然だと思います。
