'Wind up' means to irritate someone by giving them misleading information so as to make them respond in some way or be angry.
'Set up' means to put in place a false situation and then involve people who do not know it is unreal.
Prank call' and 'crank call' are synonyms of one another.
They can therefore be used interchangeably.
