A kotatsu is a 'table top heater' we would just use the term heater although if outside we also sometimes use a 'patio heater' to keep warm outside when it is cold
「こたつ」は 'table top heater' といいます、単に'heater'と言うことが多いです。
ただ、屋外では、'patio heater'（パティオヒーター）も時々使われます。

You can sue both phrases, however, the second one is more causal and common in a conversation with a friend if you were explaining about the weather change. "It was so cold last night, I had to bring out the kotatsu!"
どちらの表現も使うことが出来ます。
ですが、2番目の表現は少しカジュアルで友達と天気の変化などの会話でよく使われます。

掘りごたつや電気式のものがあったり、最近はこたつ布団をかぶせないこたつまで出てきてて多種多様化しているなーと感じていますが、共通点は「テーブル型のヒーター」という事です。 traditional（伝統的な）という言葉を付けてもいいと思いますが、電気式は一般家庭で使われている物なので、例えば掘りごたつ式で熱源が木炭など電気式でないものなら traditional と付け加えてもいいかと思います。

A "Kotatsu" is a small portable heater in English. Most offices can be cold so the workers will bring in their own portable heaters to keep under their desk. It's very common for the ladies to do that.
"I brought in a heater because I am always cold here, " or if you want to ask your boss if it is ok then say, "I'm always cold here, can I bring in a small heater to keep under my desk?" or "is it OK to bring in a little heater to put under my desk?"

もし持ち込んでも良いか上司に確認するなら、次のように言いましょう。
"I'm always cold here, can I bring in a small heater to keep under my desk?"（ここにいると冷えるので、小型のヒーターを持ってきてデスクの下に入れておいても良いですか）
または、
"Is it OK to bring in a little heater to put under my desk?"（小さなヒーターを持ってきてデスクの下に入れておいても良いですか）

We do not have these in England so if mentioning a Kotatsu you would need to define what it means. It is basically a table cover, in which the table top sits on top of. It includes a kind of heavy blanket that surrounds the table that we are able to get under when we are cold.

Well, if it is cold and you need some instant heat around the table then there is nothing more appropriate to use than a 'kotatsu.' If a foreigner is not familiar with this appliance then it may be necessary to refer to it as a 'tabletop heater'.
