この場合、次のような言い方ができますよ。
ーHe was the one who made the mistake, but he was venting his frustration on his co-worker, which wasn't cool.
「彼がミスをしたのに、同僚に八つ当たりして良くないよ」
to vent one's frustration on someone で「人に八つ当たりする」ことを言えます。
