Did you have a blackout over there?
「そちらも停電になりましたか。」
"Blackout"はこの場合「停電」ですが、他に「失神」「記憶喪失」なども意味します。
自分の地域が停電になったので「そっちも停電になった？」と聞く場合はalsoやtooを付け加えてください。
例文
- Is the power outage affecting your area too? (あなたの地域も停電の影響を受けていますか？)
- Did the blackout hit your place as well? (停電はあなたの場所にも及びましたか？)

そっちはそれはどう？ と言う意味です。
