designated area は指定された場所という意味です。
smoking areaは喫煙所です。
他の表現方法として、This is a smoke-free zone. 「ここは禁煙です」と伝えてもいいと思います。この場合のfreeは「自由」や「無料」という意味ではなく、「解放される」という意味になります。
