ペンキの匂いは"paint smell"で表現できます。
"still has"で「〜がまだある」という表現。
"have"は単に「持っている」だけではなくて、幅広く「〜がある（モノや行事など）」という意味で使われるので便利です！
２つめに紹介した例文もまったく同じ意味です。
This room still smells of the paint.
この部屋、まだペンキの匂いがする。
I can still smell the paint. は直訳すると「わたしもわかる、まだペンキの匂いがするね」です。
It’s already been a week and I can still smell the paint.
(もう1週間も経ってるのに、まだペンキの匂いがする)。
