I should have studied English harder when I was in high school.
should have+過去分詞で「~すべきだった(のに実際にはしなかった)」という後悔の気持ちを表すことができます。
「もっと」は「より一生懸命に」と解釈してharderに、
「学生時代」は厳密には大学時代のことを指しておられるのかもしれませんが、とりあえずこちらの例文では「高校時代」と表現してみました。

You can use the following sentences to express yourself:

The phrase "more time" in this context means the person realizes that they should have been studying more at college.
It can also be used in the present tense: "I'm spending more time with my children."
And the future tense: "I want to spend more time playing my guitar."
"Studying" refers to the act of reading your notes and revising what you have learnt in class.
この文の"more time"は、その人が大学でもっと勉強しておけば良かったと痛感しているということです。
