If some places have 'variable opening hours' it can be very difficult to plan a visit of a group to this place.
It is probably best to warn any possible visitors that they may be disappointed as the place could be closed at any time without notice!
Another way to explain it is just to say the businesses do not keep regular opening hours, so the expectation is very low.
"Will I be able to get some souvenirs there?"

'variable opening hours' とは、団体で訪問する予定を組むには難しい場所という意味になります。
