「～すべきだ」を伝える時、shouldを使います。
「若手」＝younger members.
一般的にleaveは「出る・去る」などの意味で良く使われますが、この場合は「手放す」という意味で使っています。
I understand your concern, but I think it's time to pass the torch to the younger guys.

◎Give them a chance to prove themselves➜Prove oneselfは、自分の能力を試し、出来ることを証明すること。
◎We should…と、You ではなくWeにすることで、「私も部下を持つ上司として、あなたと同じスタンスだよ」と仲間意識を持たせる・高めることができます。
