単に「音が小さい」というのは「quiet」または「soft」です。
「quiet」は「soft」より意味が広くて、「音がしない」時も含めます。

ブザーはそのままの「buzzer」でいいです。
「〜すぎて悪い」というニュアンスを伝えるために、「too」も言えます。
