Simply telling someone you think they are beautiful and lovely should do the trick! Using the word amazing can encompass looks and personality in letting them know you value them in their entirety.
If you say "I will never meet anyone as lovely as you again" usually there would be some sort of proposal along with that. Either that you want to date this person or make the relationship more official. If that is not your intention, stick to the first sentence!
