「留学とワーホリに行かないことに決めた」
"decide not to 〜" は「〜しないことに決める」ということを表します。
"not 〜 or 〜" で「〜も〜も(し)ない」となります。
"study abroad" は「留学する」という表現で、他に "go overseas to study" と言うこともできます。
"take a working holiday" は「ワーキングホリデーを取る」ということを表します。
I have decided not to go abroad to study and work.
I was planning to go abroad to study and work, but I have changed my mind.
この場合、次のような言い方ができますよ。
ーI have decided not to go abroad to study and work.
「海外で勉強と仕事をするのをやめることにした」
ーI was planning to go abroad to study and work, but I have changed my mind.
「海外に行って勉強と仕事をする予定だったが、気が変わった」
to change one's mind「気が変わる」ということで、やめるとも言えますね。
