"Can I get 〜, please?" は「〜を頂けますか？」と人にお願いする時の丁寧な言い方です。"get" を "have" にしても良いでしょう。
"extra" は「余分な、必要以上の」という意味で、「より多い、たっぷりの」という状態を表すことができます。
「ホイップクリーム」は "whipped cream" となります。会話では単に "whip" と言うこともよくあります。
"on top" は「上に、てっぺんに」という表現です。
