意味に差異はないので、好みに合わせて使いましょう。もし「扇風機を動かす前にスイッチを切るべきだった」というニュアンスをより強調したい場合は、語順を変えて"I didn't turn off the switch before moving the fan"と表現してみるといいでしょう。些細な違いですが意外と印象は変わります。
He moved the fan, but he didn't turn it off first.
He moved the fan while it was still on.
この場合、次のような言い方ができますよ。
ーHe moved the fan, but he didn't turn it off first.
「彼は扇風機のスイッチを切らずに動かした」
ーHe moved the fan while it was still on.
