When it comes to 〜と、in terms of 〜は、どちらも「〜[について](https://eikaiwa.dmm.com/uknow/questions/37752/)言えば」「〜に[関しては](https://eikaiwa.dmm.com/uknow/questions/60379/)」という意味になりますが、日常の会話ではWhen it comes to 〜の方をよく聞きます。
もし、親しい間がらの人との会話で、というシチュエーションであれば、I basically like driving a car better than motorcycle, but when it comes to having fun driving, I prefer motorcycle. という感じです。
