"draw a picture" は「絵を描く」ということを表します。他に "make a drawing" や "do the drawing" と言っても良いでしょう。

"because 〜" は「なぜなら、〜なので」という表現です。後に理由が続きます。

"be asked to 〜" は「〜を頼まれる、〜を求められる」ということを表します。ここでは、"to"の後に"draw pictures"が省略されています。

It's a very simple sentence. Hope given examples will help you. The first one is a bit more complicated but basically means the same. For example - My teacher asked me to do this drawing for school project.
