I don't think snack time is common in the UK these days.
However we do have an old English tradition called afternoon tea.
Afternoon tea is a light meal eaten by the wealthy usually between 3pm-6pm.
It would consist of tea, finger sandwiches, biscuits and possibly scones.
We don't have an official "snack time" but many people often have an afternoon snack especially those who work in an office.
Generally, in schools they also have a snack in the afternoon and this is called break time but again this is not a specific time and may vary from school to school.
In a working situation, this would usually be a coffee break. You can have a drink and eat something if you want to. More traditionally around 3pm or probably a little later, it was customary among some higher class people to 'take afternoon tea,' which would comprise tea, sandwiches and cakes. The typical cake would be a 'scone' which is a fruit bun, which would be layered with strawberry jam and fresh cream. This may also be referred to as a 'Cream tea.'

These expressions here are used to ask someone what they are having to eat for a 'snack', a 'snack' is the expression/term used to describe a small amount of food eaten between meals ex. a chocolate bar or an apple.
'Snack time' is the time given to the time (any part of the day) where you can eat your snack.
"What do you have for snack time?"(今日のおやつは何ですか)と "What is for today's snack?"(同)
