A "meet and greet" is a event where fans get to meet and talk with a celebrity like a movie star, author, or musician.
A "con" is a fan convention on subject like "Comi-con" which is a convention for comic book fans. At these events fans can meet the stars or their favorite superhero comic books.

Well, in the UK, it is difficult to imagine such an event.
It would be seen as devaluing the star's image. It's possib;e that stars may visit a hospital or some people at a disaster scene and shake hands with people, but again, many would see that as just an extension of that person's marketing.
Sometimes there are staged shows where people are invited (usually other stars) to appreciate another star.
There may well be a hand-shaking opportunity there.
There are other times (probably spontaneous) when the star will mix with the audience during a show.
Sometimes, a star may appear to open an attraction or road or building and there may well be opportunity to shake hands then. However, such event seems strange for UK ears.
Meet and greet are situations where persons are able to meet famous celebrities or Idols, writers, singers, etc. and get to know them a bit better by having close personal contact with them for the time of the event. These events get its name from the purpose of the event. The celebrity gets to meet the audience and greet them.

MEANING= this is the UK version of an idol meet. As another teacher mentioned, we don't really have that kind of thing in the UK buuuut... there are events you can go to, to meet, usually celebrities from reality TV, in a shopping mall.
Though they are usually there to use it as a marketing ploy for their new book or fitness DVD coming out.
*Book signing
MEANING= where celebrities or famous authors sit in a bookstore and fans come with their own copy of the new book, for the famous person to sign. They usually have a quick chat and a picture with them too.
*VIP 'backstage' pass
MEANING= this is usually at a music concert where you can pay a bit more for your ticket and get certain 'VIP' treatments. This can include meeting the band, getting to chat with them, play their music with them, get a picture and have super good seats (usually close to them) for the concert.
