"My son would want to go to the park even if it's raining outside."

最後につけたoutsideはあっても無くても良いですが、あるとより丁寧な印象になると思います。
もしお子さんが、雨の日や雪の日にお出掛けするのが特にお好きでいらっしゃる場合は、
"My son loves going outside especially if it’s raining."を使ってみてください。
