やや長めの文章なので、二つに分けました。
①If I'm unable to pick up my daughter on time...
「もし娘を時間どおりに迎えに行けなければ・・・」
if I'm unable to xxx→もし私がxxx出来なければ
pick up my daugther→娘を迎えに行く
on time→時間どおり
②...can she still go home at 1:30, if I give her my permission?
「・・・私の許可があれば、娘は1時半に帰ってもいいですか？」
can she still go home→それでも彼女は家に帰ってもいいですか？
permission→許可
★私が時間通りに迎えに行けなくても、娘は1時半に家に帰ってもいいですか？
他には―
If I can't get there on time, can she still leave school at 1:30?
「もし時間までに行けなくても、娘は1時半に学校を出てもいいですか？」
If I'm not there on time...
「もし時間までに行けなければ・・・」
If I can't make it on time...
「もし時間までに間に合わなければ・・・」
という言い方でもOKです。
