風が吹いていることを入れるか入れないかで少し表現の仕方が変わります。
1. to be very windy (=with very strong winds)
'I’m not going out – it’s blowing a gale out there.'
2. The Beaufort scale is an empirical measure that relates wind speed to observed conditions at sea or on land. Its full name is the Beaufort wind force scale. This scale details by number the extent the wind is blowing.

When the weather is 'very windy' it is suggesting that the winds are very strong, this is able to see from the trees moving/sounds and debris moving due to the wind.

The first two phrases help us express that it is windy with the words, "so," and, "very," to express that the wind is even stronger than usual.
We can also use the verb, "to blow," to express that there is wind and it is maybe stronger than normal.
