回答は、縛り＝ゲームの決まり、という解釈で、１文目の"Rules and Regulations" または"regulations"が適切です。２文目のrestrictionsは制限という意味です。
例えば、丸デザインのお話であれば以下の様な説明が良いです。
「丸が今日のテーマです」＝Today's topic is a circle.
「テーマ関連の縛りは次の様です」＝Here are the rules around the topic.
「テーマに関連した形のみを使う様にしてください」＝Make sure you use only the shapes that are associated with the topic.
「今日は丸か丸い形のみを使用してください」＝Please use only round shapes and circles today.
「線や角がある形は使わないでください」＝Do not use lines or shapes with angles.
「丸縛りでデザイン」は、上記の様な理解で正しければ、design just with circles and rounds. 「縛りがある」は、rulesやregulations がある、という意味で、"We have rules.", "There are rules." 「今回のワークショップには縛りがある」は、"We have rules for this workshop.", "There are rules for this workshop." などです。
ご説明の「丸」がテーマ（＝topic）で、「テーマに関する縛り」が'rules around the topic"です。
