There are a few ways to refer to a person who has committed a crime. Usually we can say criminal. It is very general and for any type of crime or any type of breaking the law.
Very general also is a bad guy. We say they are bad people or he/she is a bad guy and this means they are involved in criminal activity or that they do bad things. In movies we always refer to the bad guy or bad guys.
A felon is a convicted criminal, a person that has been to court and found guilty of a crime and usually has to go to prison or jail. This is referred to as a felon. A criminal hasn't necessarily gone to jail/prison.
犯罪を犯した人を表す言い方はいくつかあります。
"criminal"（犯罪者）はたいていの場合に使えます。これはとても一般的であらゆる犯罪に使えます。
"bad guy"（悪人/悪役）もとても一般的です。"they are bad people" や "he/she is a bad guy" と言います。これは、犯罪行為あるいは悪いことをしているという意味です。"映画には必ず "bad guy" が出てきます。
"felon" は、有罪判決を受けた人のことで、普通刑務所に入らなければなりません。
"criminal" は必ずしも刑務所には入りません。
