「お茶を冷ます」＝
「お茶を（自力で）冷まさせる」という感覚です。

そのまま The tea is cold now.「今はもうお茶が冷たい」という表現でもいいと思います。
「お茶を冷ます」はcool down the teaと言うことができます。
